Toowoomba Regional Council were proposing to develop a Waste Management Facility at Love Road, Wyreema. The site formerly housed the Wyreema Sewage Treatment Plant and was mapped as Agricultural Land by TRC and as Agricultural Land Class A1/C2: Crop Land - Broadacre and Horticulture / Pasture Land - Native Pastures by the State Planning Policy 2017.

The Agricultural Land Assessment comprised a Desktop Assessment of land at the site, followed by an assessment of the proposed development against the relevant Agricultural Land Overlay Codes, thereby enabling TRC to make informed decisions regarding the proposed development.

Most of the land surrounding Toowoomba was mapped as agricultural land, however, the development needed to be strategically located outside of densely populated areas. It was recommended that the site was located in the south west corner of the site to minimise the fragmentation of agricultural land.
